Look a subtle hint about entrenched poverty internationally! Moldova has been the poorest European country since it's founding and there is something hopeful about UNICEF involvement in terms of improving conditions in public institutions, esp. during the economic crisis.
Moldova is in the midst of elections and given the confusing domestic and international priorities that have stalled the development of that country, a new administration could be a watershed moment for that country's development. Here is an interesting op-ed about Moldova:
