D.C. police can declare "Prostitution Free Zones" where officers can arrest anyone suspected of sex work, and those targeted say police have accused them of prostitution for carrying three or more condoms. Discouraging safe sex? Not the best idea. [Change.org]
Last I checked the DC area had some pretty retarded prostitution laws. I went to college there, and in 2004 I lived in a house in MD not far from the DC border. I was living with 4 other girls in a house, and we had to have a guy sign the lease with us even though he wasn't living there, because 5 or more women in a house is legally considered a brothel and is illegal.
But if they have a pimp to sign their lease, it's fine.
Granted this may have changed 6 years later, but 2004 isn't that long ago....
