Hair and makeup advice, please!

I'm in my mid-30s, and I've never taken very good care of my skin. No vanity whatsoever, which isn't necessarily a good thing! Lately I've decided that I kinda like wearing a little bit of makeup, and I need to take better care of my face as middle(ish) age looms on the horizon.

Any suggestions for skincare and/or makeup products? I have a lifelong problem with rosacea, super-oily skin, and really bad acne — my face breaks out constantly, despite my dermatologist's best attempts. I wash every night with Neutrogena Oil-Free Acne Wash, and I use their gel on pimples. I'd love some recommendations of moisturizers or other overnight skin creams. Preferably cheap and available at places like CVS or Ulta, since I don't want to spend a lot on products I might not ever use (I have a tendency to go on makeup kicks before growing bored with them.)

And while I'm at it, any similar recs for hair products? My hair is also oily as hell — if I wash it in the morning, it looks greasy by bedtime.
