That's actually a choli dress (decorated short top and skirt, that's accessorized with a matching shawl, or duppatta).

If it had a longer top (falling past the waist), it would be a lengha.

Sari's, on the other hand, have rather plain blouses and skirts (referred to as 'petticoats', but are really plain cotton skirts with a drawstring tie waist worn to prevent see-thru), and the pièce de résistance is the decorated yards-long sari that's folded and draped around the body.
