Starting in November, German parents will be able to select not just male and female but “blank” on their children’s birth certificates.

Update: As Chasmosaur100 points out, this only applies if a child is intersex, or in other words, has indeterminate gender. It is for a very specific case — otherwise, the child is still listed as male or female. What this does is not force parents to make the gender choice at birth in this situation.
