The New Orleans suburbs were very overtly built to create race and class segregation where none had existed before (NOLA itself is/was surprisingly integrated and diverse, for the South), and that's still sort of the idea. The bottom line about voting patterns, really, is that people will pretty much vote for whoever as long as they're conservative. Most Dems outside teensy liberal enclaves like the French Quarter vote Dem because their daddy did, not out of any real principle. Most of the Democratic politicians are from the old dynasties or have the support of old school machine politics.

Plus, his main constituency is a bunch of racist white people on the northshore who flew from New Orleans in the 80s and 90s and blame black people for the crime wave & economic downturn.

Everything about him is so calculated. The "Bobby", the wife, the Oxford degree. People look and they say, "what a nice, young handsome man! How competent!" The only thing is that I don't think Jindal IS that competent. He doesn't seem able to mobilize anything -- he's just another neo-con who's going to cave to corporate interests and end up being jerked around like the rest of them.
