You can get them at your local drugstore, though they are quite a bit more expensive than the standard variety. There are also male condoms made out of the same material, for people who are allergic to latex. Warning: the only time I've ever had a condom break was one of the male kind.

And doesn't this discussion begin with him not wearing a condom? Well, why the fuck not? Why is that he won't do it (and it's "won't" not "can't" unless someone is allergic to latex, sheepskin and polyurethene) simply a given that women are accepting?
Sorry, but I'm going to be in the minority here and be down for the shaming. I think it's dumb and reckless. I don't like wearing a seat belt when I drive (though I do) or helmet when I bike (and I sure as shit don't), but I won't argue that you've got every reason to call me an idiot in the face of potential consequences. I've done my fair share of shaming over this and am making no plans to change. To paraphrase Beyonce "If you like then you should but a rubber on it...

Researchers were originally trying to determine whether there was HIV present in pre-ejaculate, but they were surprised by their more interesting finding that there was no sperm present. I think in a few cases there was old, dead sperm present, like left behind from a previous ejaculation.
This isn't the study I read about last week though, the one where they tried to get women pregnant using pre-ejaculate. That was a different one. As I said, there have been lots recently. Try google scholar.
There was also an article on CNN trying to determine the source of this "common knowledge" we all have that there is sperm in pre-ejaculate, and they determined that there's never been any scientific evidence for saying this.
I'm pretty sure they're bullshit, but I'd like to see them anyway. Yeah, scientific method fail.

A larger study is needed to verify these results.. Yes, indeed.
That said, it is an interesting research topic, and I hope larger studies do end up being done.

I have to say, as a real live human who this happened to- pre-cum DOES have sperm in it. Good old "pull and pray" (which is NOT the same as natural family planning) got me knocked up with my 7 year old. So your studies, they are wrong.

And how I spend my limited leisure time isn't exactly your business, although I can see that imposing your views on others is important to you. In the last few hours, I've commended here a handfull of times while writing 11 pages of my proposal, not that it's any of your business, and I've given enough information so that anyone with the most basic research skills can look into it if they care to. Now fuck off.

Here is one I have selected at random. This is from a peer-reviewed journal. I could only find the abstract on google scholar, so I got the full text through Jstor:
Withdrawal: A Review of the Literature and an Agenda for Research. Deborah Rogow and Sonya Horowitz. Studies in Family Planning, Vol. 26, No. 3 (May - Jun., 1995), pp. 140-153 states that dismissal of withdrawal is "founded largely upon the popular belief that fertile levels of viable sperm are present in pre-ejaculatory fluid, despite data to the contrary." To support this conclusion, they cite Pudney et al., 1992; Ilaria et al., 1992; Clark, 1981; Free & Alexander, 1976; and more. Obviously all of these studies are pre-1995, since that's when this article was published.
There's a bunch more stuff on Jstor, but I've reached the limit of caring about this. I found this in about three minutes, I'm really surprised you couldn't find anything in half an hour!
On the plus side, I've actually pulled a couple of nice exchanges from this thread that I might use in my proposal. I'm currently writing the section on how otherwise well-educated people are frequently hampered in their everyday life by poor understanding of logical arguments and scientific data, so this has been surprisingly on-topic for me!
