While state policy is not so egregious as to mandate that rape kits be paid for by the women who file the complaints, isn't there a problem in that so many bureacratic hurdles have to be crossed before the state will cough up any dough out of the fund designed for the purpose of protecting crime victims from unnecessary burdens?
It seems like such a system would naturally produce mix-ups similar to the one that caught everyone's attention in the first place.

I find it pretty horrible to think that victims might have to field phone calls and bill statements months afterward, even if they are not ultimately expected to foot the bill.
