I don't think that he meant it in this context. He is far too smart a political figure to openly say that sexism is hilarious. I interpreted his statement as: The acts of racism and sexism on the show are appalling. I don't find it funny. But there are times when certain things are said or done to a woman on the show that are so shocking that it incites a sort of uncomfortable, "Holy shit, I can't believe that just happened" kind of laughter. #billclinton
@secretlycontroversial: I agree. I think it all is part of the theory that comedy is funny if it's not happening to you. Take any random "hilarious" occurrence from a sitcom and pretend it really happened to you. Usually not nearly so funny! #billclinton
I read the Jones v. Clinton case in full (they made us when we took torts). Just because you're smarter at how you take advantage of your position*, doesn't mean your personal treatment of some women wasn't pretty skeezy. It just means we were aware of it.
*If you've never read it, he pulled it out while in a room with her and suggested she kiss it." When she turned him down he assured her he didn't want her to do anything she wasn't comfortable with. (Before telling her he'd help her out of she got trouble for not being at work and more or less told her to keep her mouth shut.)
On one hand, the way he phrased it was so ridiculous is comical. On another hand, its a horrible thing to do to someone. And with a history like that, its kind of hard to take his statements seriously.

Let's remember gang: the poor treatment of women and minorities is, on the show, sometimes played for laughs. Mostly in the first season, when the show was a little too into the whole "Look how backwards they were! They didn't know that kids shouldn't wear plastic bags on their heads!"
