I'm not missing it at all. I take issue with the implication that because she's openly sexual (as opposed to the idea in Westeros that women should be maidens or mothers or crones), that she's a slut or needs to dress "slutty". Melisandre's sexuality is certainly a big part of her character, but that doesn't mean she has to wear revealing clothing, and it's also not a bad thing.
Yes, exactly. She has a definite sexuality to her but as I recall she's physically pretty covered up most of the time.

That's a fair point, especially since many people seem to avoid her because she's so obviously different. But I think the way she looks in this photo is mysterious and sultry and definitely very different than the other women in Westeros. I also think that as the series progresses, her appearance will change as she becomes more powerful.
Judging by the comments here, it seems like a lot of people just expect her to be eye candy, and that bothers me. It's not like she's even described wearing particularly revealing clothes in the books, but apparently people have decided that she should dress that way just because she has obvious sex appeal.

I got the idea that a) Walter felt betrayed by Fauxlivia, and b) Fauxlivia is more of a flirt than Olivia. She's more likely to banter and tease, and she's trying to show Walter that she's not really an evil person. That's how the scene read to me.
