The immediate changes that should have been made are:
1) New school policy that an adult should never be alone with a child
2) Safety- based education for all students on what is and is not okay, how to react when an adult makes them feel uncomfortable, and reinforcing that if you think something is wrong then tell the adults around you.
3) Murdering these sick, life-ruining fucks in the town square. Molestation doesn't heal or go away. Those poor kids have burdens they never should have had and they'll have them for life. Good god, my heart hurts.
I was molested as a child. I never told my parents. We don't know what these kids were being TOLD at the time. There could be any number of reasons they didn't, but I think you have to remember how trusting children are, especially when it comes to teachers they're fond of.
The brain can also seal memories like this off. Mine did, albeit with fucked up psychological side effects that took me 20 years to get to the bottom of.

In the book, I read the sex scene as more seductive and consensual(ish). The violent rape in the show both shocked and triggered - no bueno. The show is worth watching, however!
