1. She's a liar, so when she makes up batshit statements that are demonstrably false she knows they are false but they fit into talking point du dour ;
or,
2. She makes statements that are demonstrably false, but doesn't really know or care about the truth, but in her mind it must be true because she just said it.
That said, I wouldn't be surprised if alot of her gaffes were simply her Republican rivals sending someone to her, to plant a dumb idea in her mind, knowing full well she would just parrot it the next time on camer (ala the crying woman with vaccine-induced retarded daughter)
