I mean, we're talking about a government that used to spray chemical agents into the subways to see what would happen to people and happily experimented on people from other countries. It's likely that they're still experimenting with people without their knowledge.
Sorry if this is weird, but this country's history of human experimentation is fascinating and horrifying at the same time.
If you're Latino only when it's time to receive opportunities, scholarships, and things like that, you don't count as Latino to me. And that's why I approve of proving that you're fluent in the language and have some part in any Latino culture when receiving these types of scholarships and minority opportunities.

If you don't feel like a Latina, then you're not. It really just depends on your phenotype, I guess, if you're not from the US. I've noticed, as a Mex-American, that the White Mexicans (from Mexico when I visit) seem to have stronger ties to their Euro heritage and don't identify much with the mestizo Latinos.
I wouldn't be surprised. This is a school in South LA comprised of low-income non-White Latinos (97 % of the student body). I'm pretty sure they've never gotten any good teachers ever. And I'm sure this was allowed to happen for so long because most of the population is Latino.

I would not be happy if someone accused my brother of rape and both of them turned out to be drunk out of their minds. There's a difference between impaired sex (were both parties have been drinking, using drugs, etc) and rape.
