Perhaps if they reached out a bit more, and raised awareness of their own cause, more people would donate...? I'm not trying to blame them for their lack of money, but honestly, I'd have no idea where to start if I wanted to help a women's shelter.

If everyone followed the rules of the hierarchy, only the charities on the top couple of levels would get significant donations. So what would happen to the "less important" ones? I think people should donate to causes that mean something to them (I, for instance, donate whatever little extra I can to ocean/marine animal conservation). If I had more money to spread around, I'd have no problems donating to animal shelters, women's shelters, and a plethora of other causes. But I don't. So I don't.
