"At present there does not exist any strong evidence that any abstinence program delays the initiation of sex, hastens the return to abstinence or reduces the number of sexual partners," says the National Campaign to Prevent Teen and Unplanned Pregnancy. What does work? Educational programs that include discussion of contraception and condom use. These programs even manage to delay the initiation of sex and the number of sexual partners more than abstinence-only programs do. In 2002, abstinence-only programs received $144 million dollars in federal funding.
