Now frankly, we have no clue how this shit gets determined (or by whom, really), but New York took the #1 spot for the 4th year in a row. (Which we guess means that the voters haven't had a chance to view our impressive collection of leggings with holes in them and American Apparel dresses!) Much more interesting, however, is the city holding spot #25: Krakow. Krakow? Poland? We want to know what they're sporting in Krakow that makes it so fashionable. $10 says it's not a Vera Wang babushka.
